Well those are from at least 2 different cars, from the VIN's and destination dealers.
I don't know all there is to know about 84 15th's, but why don't I see WS6 on either one of those, or is that mandatory with L69?

The WS6 replacement RPO was lumped into the Y82 15th package. In the window sticker "Special Handling Package" that included the larger front sway bar. It isn't on the build sheet or RPO Sticker or Window Sticker. On my Daytona's WS6 is listed separately on the WS and on the build sheet. The replacement RPO is called out on the "15th Sales Information Bulletin SIB #84-9 November 17, 1983" and the "15TH Car Distribution Bulletin 84-F-7 11-1-83". In the "15TH Special Parts and Illustration Catalog" the new RPO is a sub RPO of Y82 for all the different suspension parts. These parts were not listed in the standard "Firebird Parts and Illustration Catalog". My what question is the two different prices on the Y82 package. So who can answer why? ?

Well prices changed throughout the year for inflation or other reasons, I imagine. The LU5/Recaro option in 1982 was supposed to be $2968.00. However my PHS sheet shows $2977.00 MSRP, with $2530.45 actual price, so there's another variant for you.. pretty common

Nope not inflation, it was an upgrade on one of the included options that was part of the 15th package. It came on the later cars.
What was that upgrade?
