I was looking at the pics I have and it looks like the chrome ring around the horn was put on cars from start of production to about the end of June. The marketing cars have it too. which would make sense, because those cars are built a few months before the start of production. So if your looking at 82 firebird and see the ring you know it was build in the first half of the year and if it doesn't have it was built in the second half.
GM has done this before. Delete some small detail, I would guess it was a cost saving issue.
Here is what I have. I don't have exact dates for these cars or the switchover from chrome ring to no chrome ring but these cars where built around the end of june, maybe plus or minus 3 weeks.
VIN - Van Nuys Has chrome ring 1G2AX87H8CL541928 yes 1G2AW87H7CL549392 no
VIN - Norwood Has chrome ring 1G2AX87H5CN516036 yes 1G2AW8777CN524004 no
All the pics I have of cars before these VINs have the ring and all the ones after do not.
Just an observation.
